Only at 14:27 hours, 27 minutes later than the scheduled time, was it possible to surpass the number of 129 national deputies necessary to enable the session, which is expected to be marathon.
Unión por la Patria (UxP) and the Frente de Izquierda did not provide quorum, while Provincias Unidas threatened to follow that pattern, but at the last moment Miguel Pichetto and Nicolás Masso made signs to sit down and the Cordobese nodded in agreement, as confirmed by the Argentine News Agency.
The beginning of the session was marked by heated discussions about the voting method: the controversy was settled by a vote in favor of the ruling party, which proposed voting chapter by chapter.
Opposition blocs such as Unión por la Patria, the Frente de Izquierda and the Unidos inter-bloc demanded to vote article by article nominally, but could not impose that criterion.
As an informer member of the ruling party, the president of the Budget and Finance Committee, Alberto "Bertie" Benegas Lynch, said that "the state structure is elephantine," and asked to "relieve accounts" and "lower spending".
